Questar Overthrust Pipeline Company (Overthrust) proposes the Point of Rocks and Rock Springs Compression Expansion Project (Compression Expansion). Overthrust proposes to construct, own, operate and maintain the new Point of Rocks Compressor Station (Point of Rocks) located adjacent to Overthrust’s transmission mainline next to Sweetwater County Road 15 in Sweetwater County, Wyoming. In addition, Overthrust proposes to increase the compression horsepower at its existing Rock Springs Compressor Station (Rock Springs). The proposed Compression Expansion would consist of installing one Solar Mars 100-16000S compressor package at Point of Rocks, including appurtenant facilities, and a second identical Solar Mars 100-16000S compressor package and appurtenances at Rock Springs. The Point of Rocks station would occupy a site approximately 550 feet by 600 feet, totaling 7.6 acres on property owned by two landowners. The other compressor package would be installed on property previously leased by Overthrust from the Bureau of Land Management, Rock Springs Field Office (BLM). The new compressor package at Rock Springs would be installed in a vacant compressor bay within the existing compressor building. The Compression Expansion, resulting from installation of the two compressor packages, would add approximately 32,000 ISO horsepower of compression creating up to 300,000 decatherm per day of capacity for volumes delivered east from Opal, Wyoming to an interconnect with the Rockies Express Pipeline system at Wamsutter, Wyoming

The Federal Energy Regulatory Commission (FERC) is charged by Congress with evaluating whether interstate natural gas projects proposed by private companies should be approved. The outline below illustrates how the FERC’s process works when considering a proposed project for approval.
